Communication Access Realtime Translation

CART is performed by a Certified CART provider using a realtime translation system (stenotype machine, notebook computer and realtime translation software). This is the same machine shorthand technology used by Texas Certified Shorthand Reporters in courtroom and deposition settings.

The certified CART provider is able to simultaneously translate the spoken word at 170-210 words per minute with a minimum of 96% accuracy. CART is displayed as a full screen of text as distinguished from captioning which displays two or three lines of text with a video picture.

Did you know that ...

One out of nine Texans is deaf or hard of hearing?

The majority of persons with hearing loss do not know sign language and communicate utilizing assistive listening devices, lipreading and CART ?

CART is often the most effective method of communication in the classroom, courtroom, workplace and public meetings for persons with
hearing loss?

The Americans with Disabilities Act includes assistive technology, and lists CART in the definition of auxiliary aids for persons with hearing loss?

Who provides CART?

CART providers are specially trained court reporters who utilize a realtime translation system, consisting of a stenotype machine, notebook computer and realtime translation software. The CART provider displays the spoken
word on a laptop computer, which can then be projected for the consumer in a variety of ways. The consumer may choose to view the text on the
laptop, a television screen, or projected onto a wall or a large screen for viewing by an audience.

The CART provider can also be off-site and provide CART through a website or chat applet for viewing over the internet.

What are the training requirements for CART providers?

The Texas Court Reporters Association CART Foundation, www.tcra-online.com, administers a CART exam semi-annually, which ranks the CART provider from Level I to Level V. The National Court Reporters Association, www.ncraonline.org,  administers a Certified Realtime Reporter and the Certified CART Provider exam.

At Texas Closed Captioning, we utilize CART providers who have at least one of the above certificates, in addition to their Certified Shorthand Reporter certificate. Additionally, we require five years of realtime experience and technical experience in CART setup and display.

Who can benefit from CART?

CART is primarily provided for persons with hearing loss who are fluent in English and are unable or prefer not to use sign language or oral interpreters.

Texas Closed Captioning has provided CART in a variety of settings, such as:

Board meetings, university classes, rehabilitation training, doctor visits, lectures, one-on-one job training, task force meetings, support groups, rodeos, plays, and many other venues.
